Kerry has always advocated the removal of people like Saddam, (not just Saddam only as Bush has done). What I understand Kerry to say is that Bush did not go about it the right way. "He did not exhaust all means".

While the international weapons inspectors started their WMD hunt in August, he mobilized the military at the same time. When the inspectors asked for more time because they could not find any WMDs; Bush did not care for what they said. That is not what "exhausting all means" is.

He did not exhaust all means is what has changed. Let us get that clear and I repeat exhaust all means . Show me where he took pains to exhaust all means.
