The way that I read Lewis' comment, he was trying to distinguish against atrocities which occur in the course of war, and those which are done coldly and calmly, with bureaucratic efficiency, Hannah Arendt's "banality of evil." Not just the Holocaust, but Stalin's Ukraine famine, Pol Pot, Tutsi vs. Hutu in Rwanda, stuff like that.

I disagree with him, I think the evidence is that the Turks committed atrocities that were far beyond what should be expected in warfare.

Nevertheless, it is also true that cold-blooded murder is more culpable in our own legal system that murder in the heat of passion.
