Even supposing you have planted people high in the hierarchy, what could they tell you? "I know I don't have WMDs, but I hear the guy in the next town does." You can't ignore that, or assume your opponent is crazy or weak.

Oh, please. This has become the excuse of the week lately. If a country has generals saying that about each other--at any time, but especially at a time when your country is constantly being threatened--then the assumption that the country is crazy, weak and totally dysfunctional is warranted. End of story.
