Interesting article, but actually a red herring.

Given the American refusal to even listen to the Japanese peace intitiatives, I am not at all surprised that it was hard within Japan to promote the idea of surrender. The military guys could simply say, "The U.S. started this conflict with the oil embargo and military threats, now they refuse to listen to surrender offer - why should we even continue this humiliating peace initiative?" And that argument would resonate loudly.

Had we listened to the peace initiatives, the internal Japanese situation would have been quite different, obviously.
