What exchange? If an OTCBB MM posts a price he is compelled to honour it at least to the minimum volume. He cannot post a price and then ignore your order if it is marketable. If he has you have a legitimate complaint, but of course it is up to the broker to push it for you. NASD and SEC both work for the brokers and MMs and you are wasting your time complaining to them....
