I only follow the politics from a distance. Last thing I heard, Chavez vowed to honor any possible referendum results. My sense, though, is that you're right and that it hardly matters. I do think the descent into total chaos is unlikely and that ministerial functions are apt to just keep creeping along absent it.

The "what then" question also seems less than pressing. Getting the permit will at least temporarily remove the very real threat of this thing becoming a shell, which would be more progress than we've seen for 5 years or longer. Credit management for controlling shareholder expectations very well ;-)
