well, the prime looks more likely just because they are even numbers
ie: 1.5, 1.75, etc (until you get down to later years).

But ya' know what looks interesting?

look at the line for 1933 . . . 1.50/4.00

looks like they raised up to 4 then by 1939 it was back down to 1.5.

hmmmmmmmm . . . .
