Policy depends upon sound intelligence. In any case, I do not think he is blaming the CIA. He has expressed confidence in Tenet. I think he agrees with Tenet that Kay spoke to soon. As for the "imminence", it is not a semantic ploy. I myself argued, from the start, for the inevitability of the threat, not its imminence. However, from the start, it was worthwhile to emphasize that we did not know how long we could expect him to remain "contained".......
