The only direct threat would have been through deniable attacks, sponsored by Iraq but carried out by terrorist groups. Plus, he was a sponsor of proliferation in general. In addition, he was a threat to the peace and stability of the region, through his ability to intimidate countries like Saudi Arabia and the emirates with his arsenal, and therefore to establish hegemony without necessarily provoking intervention. He would then be in a position to manipulate markets or amass ever greater wealth for his projects. Finally, he was a genocidal threat to internal minorities (Kurds and Shi'ites) and external enemies, mainly Israel, something to which we could not turn a blind eye........
