One huge difference is that Republicans leaders are more amenable to laying down American lives than Dem leaders. Clinton invaded Haiti without a single shot fired. Clinton bombed the crap out of Belgrade until the risk to troops was greatly diminished. Unlike Bush Jr. who sends the troops in with barely enough provisions and about 150,000 soldiers short of what the job required.
