The thing is, Shrub had already decided on a war. The only question was how to sell it:

1. WMDs
2. Terrorism
3. Human rights

They chose 1 and then went looking for anything that might possibly be used to sell the invasion. Note that Shrub's language still ties Iraq to 911. This is the shift though:

1. Saddam was responsible for 911
2. After 911, Shrub looked at Saddam more seriously

In the Russert interview, Shrub is essentially saying that the heightened state of alert after 911 is justification for invasion. That's #2 from above since #1 is gone.

If people start mocking #2, they'll have to go to their final fall back #3 which is already showing up in his speeches.
