I am quite certain that business spending will not increase IN THE US until job growth happens. There are rows and rows of empty cubicles at these large multinationals like hewlett packard where they have sent divisions offshore. HP used to buy cisco routers and software for a huge workforce here. Now that workforce is offshore, email is still sent but the price points are much lower. This fact is obvious to people who are really in this workforce and most analysts are not. Cisco, unlike JNPR has a large US based enterprise market and that is a problem for them. Also job growth offshore can be serviced by Huiwei or chinese copies of cisco selling for 1/10 the USD price.
