Because even after Saddam was kicked out of Baghdad, there were many who doubted that Al Qaeda was in Iraq causing the insurgency. IIRC, you too doubted it as well.

He will do anything, regardless of principle or consequences, to get reelected. It's a first in my experience of Presidents and their responsibility to the country.
