Lizzie, again, you are posting false statements.

Take Intel, 70% of its revenue comes from overseas, while 70% of its headcount is in the USA.

Ditto for many hightech firms. Don't you realize more than majority of hightech's revenues now comes from OUTSIDE the USA?

Your proposal would move maybe 50% of USA headcount to Overseas. Do you really want what you are asking?
