The people below- the IMF ,the Group of 10 or Group of 7 banks, and Opec have significant control of world economy.


None of those are world governments or even close. Anyone that doesn't need an IMF bailout is free to tell the IMF to go to hell. OPEC often can't regulate its members production of oil (the one reason for its existence) and doesn't try to control anything else. "Group of 7" or 10, would be a group of government officials meeting, it isn't a standing organization with power beyond that of its constituent governments.

There appears to be a problem with the UN that needs fixing. It is generally agreed that N Korea must stop its nuclear program. How should the UN deal with that, do they get involved, and if so what action is indicated and who should take it. ?

The UN could at most approve of an action that some of its members take.

The key difference between any of these and a world government is that much of the world can ignore what they say, usually with impunity and when there is consequences the consequences come at the hands of individual countries not directly from the UN, IMF, OPEC ect.
