actually indian employees of foreign firms are tax free. Indian workers of indian firms are not, as you say. This is all stuff you find out when you work with offshoring. There is some debate about whether it is **completely** tax free to hire an indian worker. My opinion is yes, others say not really but whatever it is, the situation here for workers with the 15K fica tax on top of an already high salary is a disaster.
