I agree with much of what you wrote. Morality is necessary in the process of creation of law. However, I do not believe it is necessarily legislatable (hmm, I suppose that's not really a word).

Laws that legislate morality without regard to other factors (e.g. public safety) seem to always fail. Why? I believe because of the overlapping boundaries of morality in a diverse, tolerant society.

Many social problems arise from the failure of individuals to behave responsibly...

Agree with your entire paragraph. And what is disturbing is how we seem to be passing that failure from generation to generation. However, outside of laws that attempt to protect youths from exposure to these influences at an early age, can we really legislate morality? When has that ever worked? Isn't the Taliban an extreme example of such an attempt?
