Am Sp, I am not sure you are correct. There it quite a bit of time left for him to assess things and to come up with some counter action to offset that in peoples eyes.
Best thing is to tax outsourcing in some way that will add to it's cost and tilt the field back to US workers somewhat.

Hard to predict how this will play 9 months from now. Economy could be on a rebound, making loads of jobs. federal IT job initiatives could save his bacon?
