according to some one could release the prison population, on condition that they will all cast their ballot the right way, have 10% of them go on the rampage smashing the cities, and hire 90% of them as catchers, thus in one deal, settle the coming election, increase spending on repairs, strengthen employment, and liven up the economy :0)
