There's PNAC and then there's the admin. Although they're obviously related they're not the same thing.

Shrubbery owes Papa everything. His life, his wealth, his position. I would imagine that having SH still in his palace ten years after Papa is retired was galling.

Although there are always grand motives like world domination, there are also personal ones as well that are just as powerful.
