For a short while, back in those heady days, there appeared to be a genuine fiscally responsible GOP majority in Congress.

So extending your logic, would it be correct to say that the Republican majority in Congress during 1996-2000 were busy impeaching Clinton and hence ignored their duties. As a result the economic decay set in.
