I think your idea impossible and that makes our position untenable as it exists now. I think what is needed is jordanian, egyptian and even turkish troops on the ground in sunni areas. They can be financed by the flush/price increasing saudis.
These armies need to use the same means that they would use domestically to put down the insurrection among both baathists and terrorists. I think it will be easier for them to pacify the former baathists and the terrorists will face double the number of troops if you add back the americans who will be freed up to concentrate on them, particularly at the borders.
