Baseline budgeting pretty well assures that every year's spending will be higher than the previous...That is trickle up for you....any serious reform(which will probably not occur in our lifetime) will begin with real spending cuts.

Remember all the democrat spin about cuts that were only reductions in spending growth?....That fiasco set back real budget debate by 20 years....Your side does not have a leg to stand on.
