I didn't say less rigor applied to safety - just that efficacy be left for a later date. Likely insurance wouldn't pay for drugs where efficacy isn't approved anyhow, so there would still be an incentive to get efficacy approval.

Accutane is used for disfiguring acne - not what I would describe as a few pimples. Main safety concern is pregnancy, but that isn't an issue for males.
