Shouldn't safety and efficacy be balanced? Risks for treatment are more acceptable for more serious conditions, and for more effective treatments. There's also the question of trials we've discussed before. If you can get the drug and are prepared for the risk, why take part in a trial for efficacy and risk getting a placebo?
