I would hope so, but I somehow doubt it. He, after all, did nothing about the USS Cole.

You need to realize that "unprecedented" does not mean "completely unfettered" or whatever the language of 1441 demanded. Hussein was still putting up a fight in many places. Delaying inspections, whining about U2 flights, etc. This was his last chance, and he failed to take it.

Do you honestly believe that this "unprecedented" access would have:
1) occurred at all if there was not an army at his border 2) continued and even improved had that army been removed

I don't think you can honestly answer either of those "yes".

Hussein had proven over and over again that he was not trustworthy in this process. That, plus the human rights issues, plus the bigger picture of mid-east security, plus the fact we needed to act now or not at all for logistical reasons lead to his demise.

The WMD has always been just one part of a multi-part reasoning. You continue to focus on that because you think it's the best political hay.
