I did not say he could not get them ready, I said that he was afraid to use them directly against us in battle, for fear we would nuke him. Clearly he was not a stable human being, but that does not mean he was completely disengaged from reality, so I do not know why you are harping on the "madman" characterization. Hitler was a psychopath, but he also was rational enough to "play" the Allies at the beginning of the war.

I will look up the alleged 45 minute statement.
