Hey, I showed you a newer link than yours, one that proved that the French were agreeing to reduce Iraq's debts, and this is all you can come up with?
Apparently you continue to be under the same delusion as the French, Germans, Russians, and Saudis... That whatever money they loaned to the illegitimate and despotic regime of Saddam is somehow an indebtedness to be repaid by the Iraqi people..
Especially when those nations were AGAINST overthrowing Saddam because THEY WERE AFRAID THEY COULDN'T HOLD ANY NEW GOVERNMENT RESPONSIBLE FOR REPAYING THOSE DEBTS!!
The IGC, and any future government in that nation, HAS EVERY RIGHT to nullify those financial obligations. So France is HARDLY doing the Iraqi people a favor by canceling a debt that they would be extremely lucky to ever collect on anyway...
Here's a more complete list of France's Iraq contributions, including the general EU contribution to the UNDP, and some others that weren't associated with UNDP, the only organization you apparently looked in:
Carl... what was there in that link that stated activities France is CURRENTLY engaged in within Iraq? Nothing... nada.. They amount to MERE WORDS AND PROMISES, with PLENTY of caveats and conditions involved which provide them with loopholes for not contributing.
As for the French giving money to the UN, where is the UN? They haven't been in Iraq since they foolishly permitted their headquarters to be bombed (by refusing US offers to provide security).
The last report from the UN Humanitarian Information Center is from August of last year...

So that means that nothing France has "volunteered" via the EU at Madrid in October has yet to make it to Iraq.
Here, let me remind you of why it is that the French aren't giving us a big hand in Iraq:
So the French cared more about Iraq when Saddam was in charge than they do now, right?
How do you think the Iraqi people are taking that? Do you think they're so stupid that they don't realize the French only cared so long as Saddam was promising them Billions for Iraqi oil?
Maybe you need to remind yourself of that... And maybe the French should be reminding themselves that the war is over and they NO LONGER HAVE AN EXCUSE FOR NOT PROVIDING HUMANITARIAN ASSISTANCE. Iraq is going to be rebuilt, with them, or without them...
And so far it appears that it's going to happen without them. And that's going to have long-term ramifications for French influence in the region for years to come.
