Is spending sufficient to meet our security needs?

It is always valid to scrutinize all government spending,
even defense spending.

But, given that defense spending has sunk to near
historical lows as a % of outlays, I have to wonder
why non-defense spending which now dominates
the budget doesn't seem to receive
the same level of scrutiny (especially among
liberals, and I am not calling you a liberal).
