In other words, they were too dumb to do it right. The bottom line is the same. It didn't work for them.

There is a huge pressure for countries to open to free trade. It is not without risks, however. It opens them to the economies of scale of huge corporations, as well as to the competition of the global labor market. And also to sanctions if they take a stance which can be percieved as protectionist. The bottom line is the monied interests in this country want control of the resources in those countries and use the global trading system to get that control.
