Mark, you're moron. Landlord leases his property with whatever options he chooses and if you don't like the terms then don't bite.

it sounds like someone is forcing the loan on the country. The are plenty of countries out there who are willing to deal with futures on natural resources so it is a wonderful alternative to a loan, is not it?
