My thinking is that because terrorists don't wear uniforms and do their best to hide from us, plus they get new recruits all the time, going after the terrorists themselves is of limited value.

The best approach would be to discourage nations from harboring them.

If harboring anti-US terrorists results in our laying waste to their largest cities, I think nations in the middle east and thereabouts would be more enthusiastic about rooting out the terrorists.

Also it would make people think we had gone totally apeshit and they would live in mortal fear of us.
