OT: Why would the Pakistanis have been handing out documents written in Chinese? It would make much more sense that Pakistanis would be working with documents written in a language that their scientists and engineers would understand. I would also expect that the Chinese would communicate in forms that would be difficult to trace back to China, which is why the use of Chinese characters is surprising.

This raises a couple of possibilities other than what was mentioned in the article:

- the Lybians were working with the Pakistanis and the Chinese.

- the documents are not authentic

Lybia has certainly provided much useful information that will be used to shut down one of the avenues for proliferation - Pakistan. It will also help in changing the approach to non-proliferation, which is obviously not completely effective.

There are still unaswered questions - where exactly did the other states such as India and Israel get their nuclear bomb technology? Is it all home-grown?

Nuclear Weapons Testing
Nuclear weapons testing, first atmospheric and, later, underground detonations, demonstrated the nuclear capability of individual nations. Remote monitoring of atmospheric fall-out and the seismic disturbance provided a reliable indication of the status of weapons development achieved by individual nations.
Following the US atomic bombing of Nagasaki and Hiroshima, other nations rapidly joined the nuclear warhead club, proving nuclear capability with successful nuclear test detonations:

However, the omission of nuclear weapons testing
should not be taken to mean an individual country has not acquired nuclear weapons capability.It is quite possible for a nation to develop a nuclear capability in the absence of testing, especially if there has been design and data transfer from an established nuclear nation that has tested.
