I've really struggled to find a reason for the war in Iraq, it just never made sense. But when you look at it as a business venture, with the defense contractors and their $Billions on the front side, the $Billions for troop support operations from HAL during the war, the $Billion for HAL and others for rebuilding, and the subsequent business opportunities in Iraq, it makes perfect sense. (Of course this is all paid for by the taxpayer).

I suspect you're right given the way the Bush administration has dealt with Brit. companies who have bid on contracts. The companies like HAL who form the cadre of Bush support did not participate in the econ. boom of the 90s for the most part. Hence, this is their time to shine and they are not about to be cut out of the action.
