Please rethink using France as an example. Remember that they instituted a state mandated 35 hour work week in an effort to decrease the unemployed numbers? It's two steps away from a planned economy complete with some committee telling you what profession you may go into.

Little tricks like they pulled off in France simply mask much deeper problems with stagnation and falling productivity growth that will become increasingly apparent with the high Euro.

Has it occurred to you or anyone else that we are at full employment? Before you answer look up the definition of "full employment".
