It was in the early 90s. Maybe it wasn't scandal so much as crisis? ALthough a lot of what was going on sure sounded scandalous to me-- huge bags of mail found hidden in workers' homes, some upper level female who redid her office to the tune of 200K and was discovered when her jacuzzi sprang a leak, serious nepotism, management that didn't care...
Dallas, for all its flaws as a city, seemed to do a decent job in the postal area, and so far, Ammo has gotten all his mail out there in LA. When you think about it, the delivery of a small piece of paper in a couple of days from someone 1600 miles away is a pretty miraculous thing.
