It's been my impression having read international media that Iraq already is in a civil war. Iraqi upon Iraqi violence is civil war. Although potshots are taken against the American occupying power, much of the violence is Kurd v. Kurd, Kurd v. Sunni, Sunni v. Shiite, Shiite v. Sunni, etc.--this adds up to civil war. When you factor in Turkish Kurds, Iranian Kurds, Iranian Shiites, etc. it gets even more messy.
