There was only one reason to let him stay in power at least for the time being. That is we have enough to do weeding out al queda operatives and stabilizing afghanistan. He was not a serious threat to the US. Further removing him would leave us with a nation building job for the ages as Iraq was never a homogeneous nation having been created by the brits after WW1. It is a natural for civil war and is the worst place to have our men in the middle of without absolute necessity.
