He highlighted the fact that the national support for war in 1966(Kerry entered Navy)had changed dramatically by 1968(Bush entered National Guard). In '66 there were about 60 fatalities in Vietnam, the war was fresh & young men often enlisted to demonstrate their patriotism; however, by 1968 the Tet Offensive had occurred & also tens of thousands of casualties. Especially on college campuses, the atmosphere had turned negative & war protesters had organized.

What's your point? Bush dodged the war. That's not in dispute. There were thousands who did not. Are you saying that if Bush had come of age in 1966 instead of 1968, he would've gone to war? You sound as if you are making excuses for him.
