Re: ...Carlyle bought two Homeland Security companies (baggage screeners and ID databanks) right BEFORE 9-11. Were they just lucky or -- ?

Well... what of Titan Corp? That San Diego-based outfit was awarded a huge contract following the anthrax scare: cyclotrons used as decontamination devices by US Postal:

11/05/01; Vol. 16 No. 16

Titan Tapped for Anthrax Fight

Titan Corp., San Diego, has sold eight anthrax-zapping, electron-beam systems to the U.S. Postal Service for $40 million. The contract includes options for purchasing 12 more systems.

Titan said the first systems will be delivered in November and used in post offices in the Washington area to help sanitize mail of possible anthrax contamination. Titan will operate the systems for the Postal Service. The proprietary electron beam systems will be provided by Titan subsidiary SureBeam Corp., San Diego. Integration will be completed by Titan Scan Technologies, also of San Diego.

SureBeam sells and provides services for electron-beam-based safety systems and services for the food and medical industries.

Yet I don't see any GOP brass among Titan's board of directors:

More troubling was the heavy trading of AA's and insurance companies' stock(-options) on the NYSE prior to 911....
