Clinton, like Kerry, prefers to treat terrorism as a "law enforcement" matter, and Clinton turned down offers to have bin Laden delivered up, because they allegedly couldn't indict him at the time. This was after the FIRST bombing of the WTC. Kerry, at the same time, was REDUCING funding for intelligence and down-sizing the CIA.
