He is putting forward an historical proposition. I would consider it close enough to proven, on an historical basis, if there were an authoritative attestation of early Christian beliefs that made it clear that the Nicene doctrine was an innovation. But there is not, there is only one's view of likely Christian beliefs coming out of the environment of Palestine at the time. That is not close enough. I merely add, as an addendum, that if one gives any credence to Christianity, it is only reasonable to consider the decision of Nicea to be controlling, since it is most reasonable that a God who "gave His only begotten Son" would make sure that the Church promulgated essential doctrine........
