Actually Saddam did need to be threatened by real force to allow in the inspectors. You can't be too much of a dove when it comes to Saddam. Once we had him surrounded though we could have taken our time and inspected away. Bushies though were triger-happy. My belief is they wanted that oil, plus to finish up Iraq quick and move on to Iran. But now we're bogged down in Iraq so they only got one set of oil-fields.
