A family is a social institution, and it may or may not be treated as private in terms of how it handles its personal affairs, but it is not a private institution.
More laughable is your suggestion that the DMV is social in any way. Yes, it is a public institution, and you may "social[ize]" when you're there, but it is not a social institution. In fact, that gets to the heart of the matter.
However - before we continue - your definition of a private institution will undoubtedly prove instructional.
