In Houston, they closed down a heavly traveled link to a major highway. The newly elected mayor said he was going to travel by helicopter sometime this morning to see the congestion first hand and see what he can do about it. Somehow, I can't see him getting up and out the door in time for rush hour traffic. By the time he gets out, the congestion will be gone.
