He doesn't need to. If the second in command at my company asked me to buy services, and he happened to be top dog at one of the contractors in a former life, don't you think I would throw that business that way? Especially if it was a no bid contract, as most of the Iraq stuff has been.

And Chaney certainly has a say as to if the services are needed at all, as the admin's number one hawk.

It's just an ugly situation. The proper thing to do would be to eliminate HAL as a potential contractor.
