Having graduated from the farm myself, I don't think this is a valid argument. I and my professor built a successful product based on the field we were working on (no great IP though). Later a French company hired Russian PhDs at 1/20 salaries to wipe us out (in the mid 90s).

We weren't savvy businessmen - that is why we lost. I haven't seen a drop in my living standards. OTOH I still don't have the beach house in Marina Del Ray that I had the money for in 2000.

I wish I had sold out.

Academia requires you to publish articles. If the technology is sufficiently innovative, the University will make sure that the IP is protected. I don't think a savvy businessman will venture offshore unless he is sure that the IP is safe - no need for govt approval.
