if the french company and russian PhDs were working HERE then then might have been fine. Remember trickle down economics, well it never worked all that well but add offshoring to the mix and you have essentially ZERO trickling. Which is the real reason we have the largest deficit ever in less than 3 years from a surplus, lack of receipts. We need to create jobs in the USA in order for our system to work.

As far as patenting IP, fine Juniper patents JUNOS or whatever they have but the point is, an engineering workforce is an INVESTMENT for the particular industry and the country and Mankiw doesn't get that, he thinks all costs are costs period. The chief architect at Juniper will probably leave in a few years and found a new company, wouldn't it be better to have that new firm located HERE?

Mankiw needs to get out of his cube at Harvard and look at the big picture about how industries obtain dominance. Put it this way, if HP was offshoring their engineering in the 70s then silicon valley would be located in BANGALORE now. To pitch a scheme that this is somehow "a good thing" just makes BushCo look like fools. I think they are fools.

BTW even the lower level support positions have cost our economy a lot. Remember the "capex upgrade cycle" that hasn't kicked in for 3 years? Well it was offshored along with the staff and I am convinced that if supply siders really understood what offshoring does they would have been able to predict that... Larry Kudlow was calling for a capex cycle up until fall 03.
