Pretty much so. GW Bush is very used by now after he delivered the Iraq war. He failed to explain the reason for the bloody and expensive war to the nation, his overall job approval rating among Americans went sharp down. How can Bush rally the Americans for our cause anymore like this?

Well, it's time to set up another guy who is also loyal to our Middle East cause and willing to carry out our grand strategy and at the same time may be able to deliver some feel-good (even though short-term) to the Americans. Kerry seems hopeful.

GW Bush may be repeating his father's fate in the re-election and is perhaps now thinking about the James Baker's comment about voting at that time again.
