That would explain the persecution of national churches, as the Catholic Church in Poland or the Orthodox Church in Russia, but not the general hostility to religion. In China, the Catholic Church is persecuted even though there are very few adherents. The Soviet Union used to persecute not only Judaism, but Lutherans, Baptists, and Jehovah's Witnesses, all very weak within its borders......
